Contemporary European regional organizations and their tools for conflict prevention and conflict resolution
Ruffer-Lustigová, Petra ; Ondřej, Jan (advisor) ; Šturma, Pavel (referee) ; Karásek, Tomáš (referee)
This study seeks to explore the phenomenon of different approaches European security organizations (EU, NATO and OSCE) apply in conflict prevention and conflict management, as well as the tools they use in the framework of security governance. The purpose of exploring this issue is to understand why states tend to collaborate through international organizations, what is the role of a hegemon, in what way organizations execute delegated powers, whether the institutional design of international organizations can influence its effectivity, and last but not least, how important are shared values in the process of regional cooperation. Qualitative approach aiming at understanding the causes and their interpretation was picked out to draw relevant conclusions to be later compared with theoretical approaches of constructivism, institutionalism the hegemonic stability theory. A case study approach is used at the methodological level to explore the influence hegemon has (or precisely two hegemons) over the functions of OSCE; the role of shared values in promoting a zone of peace and stability beyond the region borders (European Neighbourhood Policy); or the ability of international institutions to independently act on behalf of member states in line with (or even against) their interests. The last subject...

Predicting Conflicts via Maternal Mortality Rates? Human Security and the Emergence of Armed Conflict
Sommerová, Gabriela ; Hynek, Nikola (advisor) ; Bruner, Tomáš (referee)
This diploma thesis provides a fact-based examination of the relevance of assumptions concerning the relationship of human insecurity and the emergence of conflict. This is done with a quantitative analysis of cross-country data on human insecurity and conflict during the period of 1990 - 2010. The approach of the thesis steps beyond the prevailing discussions on human security focused on normative judgements on the nature, legitimacy or applicability of the concept. Through a statistical analysis, it challenges the use of uncontested and ungraspable, yet influential, narratives of human security that result in implementation of inadequately informed programs and policies aimed at prevention of conflict by the international community and other actors. The analysis finds that a random set of indicators of human security, rather than human security as a concept, are related to conflict emergence. As a result, the thesis suggests surpassing the preoccupation with the use and application of the concept and instead accentuates inductive approach to formulating evidence-based conflict-prevention programs inspired by the ideas of human security rather than reasoned by the concept of human security. Čapková, Ivana ; Dubský, Zbyněk (advisor) ; Sršeň, Radim (referee)
The objective of this thesis is to acquaint the reader with the ways in which the UN prevents conflicts, who the actors in conflict prevention within the Organization are and how the Member states participate in and are concerned about the preventive activities of the Organization. Furthermore, it should identify the causes of success or failure of preventive actions. The thesis in its first part deals with the theory of conflicts in international relations and theory of their prevention, especially with preventive diplomacy and its tools. The second part presents the theory of conflict prevention from the UN perspective and indicates its actors, their roles and possibilities. The last chapter shows real UN action on several successful and unsuccessful examples of preventive diplomacy, peacemaking, peacekeeping and preventive deployment. Individual examples are evaluated on the basis of attained theoretical knowledge.
Preventive Diplomacy and its Concept in the Region of Southeast Asia
Suchánek, Michal ; Dubský, Zbyněk (advisor) ; Knotková, Vladimíra (referee)
The dissertation is devoted to the notion of preventive diplomacy. In the first part, various theoretical approaches to the term are discussed, especially regarding the position of preventive diplomacy in the cycle of conflict, and its instruments. A brief overview of regional arrangements and their role in preventive diplomacy is provided, too, since the second main part of the work focuses on the ASEAN Regional Forum (ARF) and its proclaimed intention to introduce preventive diplomacy in the region. Nonetheless, as the study shows, the ARF participants have not yet resorted to the development of preventive diplomacy. The objective of the dissertation is twofold: besides providing a synthesis and systemization of theoretical approaches to preventive diplomacy, it aims to identify the main obstacles hindering the ARF to implement effective measures of preventive diplomacy. In this respect, it is argued that it is both the set of norms also known as ASEAN Way and the Chinese negative stance that constitute the major reason of ARF's inability to proceed to the stage of preventive diplomacy.
